Carmel is a master-planned community in east Pflugerville, east of Weiss Lane and north of Cameron Road, less than a mile east of SH 130. Carmel West, with about 1,270 homes, is inside Pflugerville city limits and Travis County MUD 23. Carmel East, the final phase, is outside city limits in Travis County MUD 24 and is still being built. All of Carmel is in Pflugerville ISD.

Carmel Master Community, Inc. owns the amenity center on Calipatria Lane and Folsom Avenue in Carmel West, with a community pool, pavilion, playgrounds and walking trails through the open space. Its recorded management certificate lists Preferred Association Management Company (PAMCO) as manager. Builders say The Trails at Carmel will have its own HOA, pool and playscape.

Carmel buyers get a newer home close to Lake Pflugerville and SH 130, and a choice between the in-city west side and the ETJ east side, which carry different tax rates.
