The Rockdale Municipal Development District had acquired the site, about a mile north of the city's center, back in October, and officials said at the time it had been working on a master development agreement with an unidentified developer that responded to an invitation-only request for qualifications to help build it out. The MDD also earlier this month received approval from the Rockdale City Council to annex and rezone the site.
